This extremely useful tool written in C utilizes libmicrohttpd to serve files through a localhost easily.
You need to install libmicrohttpd though.

This app fetches the contents of a website you enter into the text box. It also gives you the option to say the contents in Text-To-Speech, along with by default saving a Rich Text file with the contents in the folder you specify.

Now the installer comes bundled with multiple programs. (InstaPrint and FilePrint)
You can use InstaPrint for printing images, and if you find any issues printing files with InstaPrint, you can use FilePrint. Open the README file to learn how to open the app for the first time if you're finding issues opening the app.
FastPackage is a simple app that can create installer packages, the installers you see for programs like Microsoft Teams on your Mac or installers for printer drivers. FastPackage as of now has a set of default settings that cannot be changed unless the app is modified. If you are okay with the package identifier being: "com.fastpackage" or something like that, then you can continue. FastPackage does almost everything for you, and barely any technical knowledge is needed.
If you are having problems with FastPackage, you can try other apps that achieve the same purpose, like the one here. FastPackage will encounter errors unless you choose an app on your Mac, something like a video, photo, or non-app related items won't work.
Instead of creating an installer package, you could go the more ordinary route by creating a disk image containing the application, like the disk images my Mac apps come in.
DMGCreator has (again) a default set of settings that can't be changed. This app comes in a ZIP archive because I was too lazy to make a disk image (which is easy, but not as easy as making a ZIP archive).

TTSGo is an easy-to-use app for Mac devices that can be fed text and give it back in Text-To-Speech (English), all in a simple package, available offline. Get the Windows version here.
(Tested and verified to work with MacOS Monterey and MacOS Sonoma, versions in between should also work, but low confidence for versions that don't use Mac OS X (at least the ones that don't use the fancier-looking ones)... )

EPUBMaker is an easy-to-use app that fetches content from text files and converts them to an EPUB. The EPUB will be named "My New Book", and the author will be the profile's username.

This app (with ChatGPT, again...) is an app that can encode audio to AAC. Unlike the other apps, this app includes functions that the other apps could use to be honest with AppleScript!
